Approximately three thousand pedestrian bridges have been constructed in
Nepal by the end of fiscal year 2003/04 with the joint efforts of GoN,
DDCs, VDCs, Communities, Donors and other supporting agencies. These
bridges have definitely contributed directly and indirectly to improve the
living condition in the rural areas.
As
envisaged in the Local Self-governance Act 1999, the planning and
implementation of district level infrastructure is being developed at local
level. The involvement of Non-Government Organization in community bridge
building is gradually increasing. The social organizational and technical
support extended by the NGOs to the communities in construction and
maintenance of pedestrian bridge has proven to be very valuable. The DDCs
are paying service charge to the NGO for the services rendered and the
service charge is made output oriented.
The
NGO service charge is set at NRs. 730/= per meter for new bridge to be
constructed in the fiscal year 2004/05. This service charge is based on the
costs to be incurred by NGOs for rendering services to communities and does
not include profit or a reserve.
This
rate is applicable for
new bridge
construction and it includes NRs. 365/= per meter for social organization
support and NRs. 365/= per meter for technical support
In
case of major
maintenance,
the rate of NRs. 365/= per meter shall be applicable and it covers both the
social organization and technical support.
This
has been made public with the view to establish uniformity in NGO service
charge across the country for NGOs' involvement in construction and
maintenance of community pedestrian bridges and thereby offering better and
in-time crossing facilities for further improving the living condition of
the rural communities.
